Interview: Digital Media Activist István Gábor Takács

In our on-going series “Punishment to Public Health,” I interviewed István Gábor Takács who is the Video Program Director with the Hungarian Civil Liberties Union (HCLU).  Takács makes award-winning advocacy videos.

The drug-policy focused videos he creates along with his colleague Péter Sárosi, head of the Drug Policy Program. Takács and Sárosi created a closing video of the International Drug Policy Reform Conference  (back in October, 2013) that was impressive. The video both reflected on the several days of the conference and rallied the assembled activists to leave the conference with a renewed commitment to transforming drug policy globally.  The video was so good created so quickly, and such a great example of digital video activism that I wanted to know more. I emailed questions to Takács and here are his replies.

Jessie Daniels: How did you get involved in working on drug policy?

István Gábor Takács:  While attending university in about 2001, I started working as an assistant at the HCLU, where I got to know a lot about harm reduction and drug policy. I then spent three months in Frankfurt working in a needle exchange program, called Cafe Fix, where I learned a lot about good social services and harm reduction. Later, in Budapest, I worked for four years at a needle exchange and worked at the drug policy program of the HCLU, where with Peter and Balázs Dénes, our boss at that time, we started experimenting with making videos. Then I got trained in Montreal, by Witness, in human rights video activism, and since then we have produced more than 500 videos at the HCLU, (not just in the field of drug policy), reaching around 3 million views online. We have also trained several activists in video production.

JD: Can you share a little bit about how digital video fits into your strategy for change?

IGT: Our video-making is always embedded in a wider advocacy environment. We always have a certain goal in mind, a change that we would like to happen. Video is a tool for achieving that change by educating and mobilising our audience. We are documenting what is happening with our movies, but documenting also serves a purpose. We record events, protests or conferences, where we try to chronicle, for example, the harm reduction and international drug policy reform movement, by highlighting the most important issues. We also document rights abuses by recording testimonies, which later can be used in court cases (which we also document for educational purposes).

Beyond documenting, we also try to educate the masses about important drug policy (and other human rights) issues through videos that try to be as short, interesting and understandable as possible. All our videos are freely available online, and they often appear on leading online news portals. By educating the masses, we hope to achieve attitude change, fighting stigma and discrimination and promoting public policies that help people instead of hurting them (for example decriminalisation of drug use and possession, and promotion of needle exchange or methadone treatment). With movies like the one on InSite, the only legal safer injection room in North America, or the one on Mexico’s Drug War and its consequences, we try to serve educational purposes. We know that our movies are used in universities worldwide.

We have also had feedback from decision-makers, that they use our movies as reference points to show where global drug policy is heading and what are the key challenges and good practices. We have also heard that our drug policy movies, published on our website Drugreporter, by thematising and showing good examples, and good ideas, help the drug policy movement define itself and clarify its messages. We also aim to reach out to the affected population and their relatives. Beyond documenting and educating, our main tool is mobilising. We try to get people engaged in acting for policy change. With viral videos like our Drug Lords Series, we try to get them involved in campaigns, like sending letters, signing a petition, spreading a message. We try to amplify the voice of the voiceless by working with activists who are drug users, Roma, sex workers,  or people living with disabilities or with HIV. We also use our movies to raise funds for particular programs, such as the Andrey Rylkov Foundation, the only needle  and syringe distribution program in Moscow. We use our movies in international campaigns like the Count the Costs of the Drug War campaign, as a support tool for research papers and policy papers, protests and other traditional, no less important advocacy tools.

JD: What sort of impact do you hope your videos have?

IGT: We try to improve people’s knowledge, and try to mobilise them to act for change. In our Romanian campaign for example we called on people to write to the ministers of Romania to ask them for financial support of harm reduction. In other campaigns, we ask for people to sign petitions, targeted at decision-makers. We believe that to a certain extent our movies contributed to the change in the strict drug related penal code in Poland, to the introduction of needle exchange in Stockholm, the opening of safer injection sites in Denmark, and the continued funding of harm reduction services in Russia by the Global Fund.

We were the first to produce video reports of the proceedings of the Commission on Narcotic Drugs, the annual UN gathering on drugs, with the aim of bringing more transparency to this level of decision-making. Making films like “Silenced NGO Partner,” that showed the head of the United Nations Office on Drugs and Crime avoiding the question, and shouting at a psychiatrist who asked how he explains the fact that in the Netherlands cannabis use is lower than in the surrounding countries, despite its legal availability, showed how decisions are made, and how really serious questions are avoided, at the UN level. This campaign resulted in several hundreds of letters being sent to Mr. Costa, head of the UNODC, which caused him to visit a coffee shop and a safer injection site in the Netherlands – something he’d never done before. (He still never answered the question though).

In non drug-related issues, our movies have also had a direct impact: We were able to stop a village from blocking deinstitutionalisation of a mass institution for people living with disabilities. We were able to stop the racist marches and the occupation of the Roma-populated parts of a village by radical right wing paramilitary in Gyöngyöspata, by documenting rights abuses and showing them to the masses. We documented the beating of Roma by the police, and this footage was used in a successful case at the Strasbourg Court of Human Rights. We were able to stop the wasting of taxpayer money, by using videos and the Freedom of Information Act to highlight corruption cases.

JD: Are there any ‘lessons learned’ on bringing together academics, activists and journalists in ways that promote social justice, civic engagement, and greater democracy that you could share? 

IGT: Our videos make use of academic knowledge, and try to translate that into short, easily understandable messages. By using personal stories, we bring the issues which are sometimes abstract, closer to the viewer. Traditional advocacy tools like protests, reports, scientific research can be complemented with videos to make them more successful. The voice of activists and academics is amplified by these videos. Journalists use our videos as background material or illustrations to their own work. Overall, in the age of internet videos and low-cost video production, self-made video production can be very successfully integrated into the work of activists, academics and journalists.

Using Infographics to Shift the Debate on Gun Violence

Infographics, a blend of solid statistics and compelling graphic design, can help shift the debate on important social issues like gun violence. Our current series examines the ways that policy approaches rooted in criminalization might shift if they were re-framed as public health issues instead. In many ways, gun violence is the best example of how our criminalization has not solved a problem that seriously harms peoples’ health. As previous posts here have noted, the data on gun ownership and gun violence can be daunting. Reframing Gun Violence as a Public Health Issue

Our series on “Punishment to Public Health” continues. This week, we turn our attention to gun violence as a public health issue.  In many ways, this is a key example of the way that our usual policies of criminalization around guns have failed us as a society.

The harm from guns to peoples’ health is hard to deny.  The U.S. leads the world in gun deaths, according to a World Health Organization (WHO) study. Guns claim more than 30,000 lives each year in the U.S., more than five times the number of deaths from illegal drugs each year. While a great deal of media attention focused on the tragic shooting of elementary school children at Newtown, CT.,  the Children’s Defense Fund estimates that 2,391 children have been shot by guns since the beginning of 2013 alone.

Currently, our response to guns and gun policy is one that oscillates between a punitive criminalization of some gun owners and a staunch, Second Amendment defense of other gun owners.  How might society be changed if our approach to guns and gun violence were reframed as a public health issue, like seat belts or smoking?

We’ll explore some of the research on guns and look at some of the ways that activists and documentary filmmakers are contributing to a resistive reframing of gun violence as a public health issue.

Criminalization, Unemployment and Health: Kai Wright, William Gallo and Glenn E. Martin in Conversation

In a recent piece,  “Boxed In: How a Criminal Record Keeps you Unemployed for Life,”  Kai Wright, editorial director at Colorlines and a contributor to The Nation, takes an in-depth look at the impact of a criminal record on future employment.  In our ongoing effort to curate conversations between journalists, academics and activists around social justice issues for broad audiences, we partnered with TechChange and invited Kai Wright, Professor William Gallo and Glenn E. Martin to have a conversation about the connections between criminalization, unemployment and health, moderated by JustPublics@365 Digital Fellow Heidi Knoblauch.

In this extended discussion (1:55), our panel of experts Kai Wright (@Kai_Wright),  William (Bill) Gallo, Professor of Public Health at The Graduate Center, CUNY and Hunter College, and an expert in the health consequences of unemployment, and Glenn E. Martin (@glennEmartin), is vice president of development and public affairs of Fortune Society, a New York-based prisoner re-entry advocacy group, each discuss how journalists, academics and activists approach the same issue from different vantage points but with a shared goal of creating a more just society.

Challenging Punishment: From Mass Incarceration to Public Health , Human Rights, and Restorative Justice

In my book A Plague of Prisons , The Epidemiology of Mass Incarceration in America  (New Press, 2013) I proposed a public health model of mass incarceration, arguing that the war on drugs and its harsh sentencing policies ignited our epidemic of imprisonment. But the fact of  the imprisonment of 10 million  Americans in the last 40 years  demands more than re-imagining the problem – it demands solutions.

The war on drugs fueled a “race to incarcerate”, deepening America’s racial and economic disparities , and drawing resources away from other vital social and health programs. The resulting criminalization and mass incarceration of three generations of young minority males has left a trail of mass trauma and imposed systematic disadvantages on this population – direct consequences of “toxic punishment” (Golash  D. The Case Against Punishment: Retribution, Crime Prevention, and the Law. NYU. 2005). The vast  “criminal industrial complex” that has been built upon mass punishment, is now rapidly commoditizing criminal justice through privatization , e.g.  in halfway houses for re-entering prisoners and special schools for juveniles – with little accountability for outcomes or collateral consequences.

The politically powerful and highly institutionalized system of mass punishment has taken on a life of its own and will not easily give up the lifetime grip it maintains on the population of former prisoners, all the while continuing to confer severe disadvantages on successive generations in urban communities where they are concentrated – i.e. increased homicide and suicide rates , greater risks of their own children’s future imprisonment , higher infant mortality rates , and shortened life expectancies , lower rates of employment and wages , less education ,  more failed marriages , and lower voting participation , associated with near universal felony disenfranchisement.

With growing privatization  of prisons , we can expect even less transparency and public accountability, as we  extend criminalization and mass punishment to other areas of social conflict – immigration, race relations,  sexuality – each of which now provides multiple  opportunities for our “culture of punishment” to assert itself in new areas  e.g. in 2012 over 500,000 “illegal” immigrants were held in detention centers and 400,000 deported; 500,000 sex offenders arrested , imprisoned,  and placed on computerized registries .

A Watershed Moment

Fortunately we are now at a turning point in this struggle – one we must take advantage of . US Atty. General Eric Holder recently said that  “too many Americans go to too many prisons for far too long, and for no truly good law enforcement reason.” This was an important first step toward a national recognition that our decades long war on drugs has been ineffective, expensive, and cruel.  As bipartisan support grows in  Congress for overhauling U.S. drug laws, Holder has ordered Federal prosecutors to remove any reference to quantities of illicit drugs that trigger mandatory minimums .

But it is only through re-thinking and challenging  our fundamental ideas about punishment that we will  find a way out of the shadow of this great crime against humanity that mass incarceration represents.  The recent case of Trayvon Martin demonstrates the limitations of our criminal justice system –  based as it is on narrow model of blame and punishment . But what are the alternatives to this ancient and almost universal trope that has now become the  foundation of our system of justice in America? One vital step in that direction is challenging punishment itself , turning our attention to the social injustices that underlie both crime and punishment.

When viewed through a public health lens which views  mass incarceration as a collective problem that require social solutions

I’m working on a new book challenging America’s “culture of punishment” within a pubic health model based on human rights and restorative justice principals and practices. Instead of relying, as it does now, despite lip service to ideas about  rehabilitation  based on  “correctional” systems that are, in practice vast engines of cruel retribution – even torture . My new book will map the road to restorative justice through such challenges and how these new models can allow us to put an end to mass incarceration and heal the mass trauma it has left behind .

Three Key Steps to Move from Punishment to Public Health

To launch this process in America here are three steps we must take:

  1. Recognize the  Toxicity of Punishment Punishment can be a form of state violence and mass trauma, where pain and suffering are intentionally applied to human beings in the name of justice. Research shows that “toxic punishment” is “excessive or prolonged activation of stress response systems ( and has) damaging effects on learning, behavior, and health across the lifespan” (Harvard, Center on the Developing Child).  [2] Mass incarceration is mass exposure to toxic stress. The public-health model and epidemiology of punishment , as a form of violence, allows us to examine the impacts of  mass punishment and its health consequences (Velasquez-Manoff, “Status and Stress,” New York Times, Jul 27, 2013).
  2. Challenge Our Most Toxic Systems of Punishment:  we need to recognize and end the most toxic forms of  punishment that characterize our system of  mass incarceration. This first means reducing the size of the problem, for it is the huge scale of incarceration that drives the significance of its impact on public health and casts a shadow over American life.  We can do this by setting a goal of limiting the use of prisons as the default response to so many actions by so many people – with a goal of getting back to levels before the epidemic of mass  incarceration began – a figure of 100/100,000 populations in line with that of other modern democracies .  Challenging mass incarceration we can build on other successful campaigns against punishment in America :  e.g. opposition to the death penalty and rolling back the Rockefeller drug Laws. A great place to start is with reining in the massive use of solitary confinement – the most prominent and most torturous of all methods use in modern incarceration – the US , with 5% of world population and 25% of its prisoners, America accounts for over 50%  of those held in punitive isolation. We must take on and learn from  these cases , examine their  sustaining sources, organizations, and  leadership. Publicize the ways in which we can reduce incarceration without compromising public safety and work to build public support for alternatives to punishment .
  3. Build New Systems Based on Public Health , Human Rights , and Restorative Justice: Restorative principals and models of conflict resolution based on human rights do not impose toxic punishment – they work to break the cycle of retributive violence by challenging the use of collective punishment as tools of state power, replacing them with public health methods and outcomes, and  show that these better serve legitimate public concerns about public safety.

Positive changes in drug polices are gaining new momentum in the US , with more state undertaking marijuana’s legalization. But reducing the length and frequency of drug-related incarceration going forward, however welcome, wont do anything about the large population of drug users already stuck in our prisons and the post prison correctional control over the lives of millions more. Over 300,000 drug offenders are still serving out long terms under the now discredited mandatory sentencing policies. Most of these are young minority men with children, drawn from our poorest urban communities. We must consider ways to remove most prisoners from the strangle hold of the criminal justice system  – an amnesty that would allow those who  can do so to re-establish a useful place in our society and in those communities most affected by mass incarceration – restoring them to full citizenship – the most essential ingredient to human rights.

Interview: Brett Stoudt and Maria Torre about the Morris Justice Project

Today, our stop-and-frisk series continues with an email interview I did with two researchers involved in the Morris Justice Project (MJP), a community-based, participatory research and action project in the Bronx.

Brett Stoudt (PhD, John Jay-CUNY) Brett-Stoudt is an Assistant Professor in the Psychology Department with a Joint Appointment in the Gender Studies Program at John Jay College of Criminal Justice. He has worked on numerous participatory research projects nationally and internationally. He has recently served as the Research Director for Polling for Justice: a large NYC based participatory action research project to explore, with youth and adults, the experiences of young people across criminal justice, education, and public health. His work has been published in volumes such as Class Privilege & Education Advantage and journals such as The Urban Review; Children, Youth & Environments; and Men and Masculinities.

Maria Elena Torre (PhD, Graduate Center-CUNY) is the founding Director of The Public Science Project at The Graduate Center of the City University of New York. For more than 10 yearMaria Elena Torres she has conducted participatory action research nationally and internationally with schools, prisons, and community-based organizations. Her work has introduced the concept of ‘participatory contact zones’ to collaborative research, asking how we might build a radically inclusive ‘we’– from which to build knowledge, relationships, and policy that interrupt social injustice? She is a co-author of Echoes of Brown: Youth Documenting and Performing the Legacy of Brown v. Board of Education and Changing Minds: The Impact of College on a Maximum Security Prison.

 

Jessie: Can you share a little bit about the Morris Justice Project and how you came to be involved in the issue of stop-and-frisk in New York City?

Brett and Maria: The Morris Justice Project was designed to document the experiences and attitudes of residents living in a heavily policed New York City neighborhood. Since 2011, we have collaborated with residents of the Morris Avenue area of the South Bronx, a neighborhood in the 44th police precinct that had the highest percentage of police stops leading to physical force in New York City. We joined together as a research team after each of us had grown deeply concerned about the impact of the city’s increasing use of aggressive and discriminatory policing. Mothers (who eventually became our co-researchers) had taken to filming police interactions with their sons, using their cell phones to document regular harassment in their private courtyard. We were interested in partnering with them after our own city-wide study (Polling for Justice, Stoudt, Fine & Fox, 2012) revealed disturbing interactions between youth and police.  Our mutual concern led us to meet others in the neighborhood and after an open community meeting at the local Melrose library, we formed a diverse community research team of elders, mothers, fathers, youth, students, community organizers, university faculty and attorneys. Together, as co-researchers, we developed all of the research questions, methods, analyses, and products collaboratively.

Using a participatory action research (PAR) framework, we deliberately engaged the expertise in the neighborhood – the experiences and understandings of those living the consequences of years of policies like stop-and-frisk. Our team decided on a multi-method design that would be able to speak to the NYPD as well as to neighbors in the South Bronx and those who have never been stopped. Over multiple sessions and rich discussion in the library, we built our capacity as a research team through exchanging knowledge about research methods, everyday experiences of stop and frisk, and about city data on policing. We then developed a survey interview and questions with the intent of gathering a representative portrait of neighborhood experiences with and attitudes towards police, as well as close looks at those of particular populations (e.g., mothers, elders, young African American men, etc.). Armed with pens and clipboards, the research team walked the 42 blocks of our neighborhood and systematically distributed the survey in person, block by block. Surveys were also distributed with the help of local businesses, churches, the library, and social networks. Over 1,000 surveys were collected. Additionally, the research team conducted focus groups and individual interviews.

The research team analyzed the quantitative and qualitative data collaboratively using methods such as stats-in-action that allows everyone to participate in analysis at the same time. The findings were used towards a broad set of local and citywide police reform activities intended to raise awareness as well as support ongoing legal and legislative work. This included producing a report that can be easily be carried in a back-pocket, posters, buttons, and t-shirts to communicate the experiences and impact of aggressive policing; co-sponsoring events with community and legal organizations such as the Bronx Defenders and CopWatch to address neighborhood safety; and producing an active social media campaign in solidarity with court cases, legislation, and community organizing related to police reform. Throughout the research process, the lawyers on the research team provided education and legal services for individuals living in the neighborhood.

In addition to documenting experiences and impact of aggressive policing, we developed the ‘community safety wall’ a growing mobile museum of residents’ understandings of what makes their neighborhood feel safe. These ideas will be further developed in community safety workshops this winter that will be designed to offer advocates and policymakers concrete alternatives beyond policing for creating safe communities. Jessie:  What changes do you foresee with District Court Judge Shira Scheindlin’s recent ruling on this controversial policing practice?

Brett and Maria: The Floyd and Ligon class action lawsuits against the NYPD as well as the passing of the Community Safety Act (Intro 1080 and 1079) mark important strides to end discriminatory policing practices in NYC. However, the recent U.S. 2nd Circuit Court of Appeals decision has made the future of police reform temporarily uncertain. The next mayor will play a significant role in whether future appeals are pursued and how and what changes eventually occur within the NYPD.

Jessie: Some academics might be hesitant to get involved in such a controversial political issue.  What do you say to critics who might question your ‘objectivity’ as a scholar?

Brett and Maria: First, whether considered ‘controversial’ in the public or not, there is no credible academic research thus far that has been able to demonstrate a substantial relationship between the decline in crime in NYC and the increasing use of stop-and-frisk by the NYPD.

There are however, many studies, and now several lawsuits, that have demonstrated that stop- -and-frisk has too frequently been racially biased, unconstitutionally practiced, and ineffective at uncovering weapons or other crimes.

At the same time, there is increasing evidence that it deteriorates community-police relationships and has a whole set of unintended consequences, in particular for communities of color, poor communities, and among LGTBQ and gender-nonconforming people (whether stopped by police or not). Communities like the South Bronx deserve effective policing that is fair and just.

Second, we are participatory action researchers (PAR). PAR argues that the distinction between ‘academic’ and ‘activist’ is a false dichotomy. There is a long history of scholar-activists like Kurt Lewin, W.E.B Du Bois, Ignacio Martín-Baró, Paulo Freire to name a few. Scholar-activists are committed to producing strong scholarship, grounded in carefully produced and analyzed data, that is in turn useful beyond the academy – for the general public, for activists, advocates, lawyers, and policymakers. While all of our work produces academic papers and presentations we equally value other more popular or ‘public’ ways of using our research to interrupt injustice. PAR does not subscribe to the notion that social science is ever value-free. In fact, we believe that research that strives for, or claims, objectivity, is vulnerable to reproducing values that reflect or benefit those in power or who hold privilege.

Instead, PAR asks that researchers to examine the ways knowledge is historically situated and produced, and to reflect carefully on how our lives (e.g. our experiences, values, biases, and assumptions) may determine what we ask, what we see, how we analyze, and what we say.  In practice, as PAR researchers, we think and talk about our values and assumptions as part of the research process and we build diverse research teams as contact zones (almost as a validity check) with multiple standpoints, experiences, skills and expertise. We furthermore seek opportunities outside our research team to hold our instruments, data, and interpretations accountable (e.g. community-based advisory groups). And in our analyses, we intentionally seek counter-stories, outliers, and pieces of data that do not match our assumptions and overall conclusions.

Jessie: A major focus of JustPublics@365 is bringing together academics, activists and journalists in ways that promote social justice, civic engagement and greater democracy.  What sort of ‘lessons learned’ do you have from your experience with the Morris Justice Project about academics entering a terrain more frequently trod by activists and journalists? 

Brett and Maria: The participatory community-rooted design used by the Morris Justice Project allowed researchers (in the academy and the community) to simultaneously speak to local and citywide concerns about policing. The project was intentionally designed to deeply engage a small, highly impacted section of NYC in order that both research and action could go beyond a city sweep and remain local in its focus and attention. Our research findings and products made their way into the city-wide campaign for police-reform, and at times into the hands of lawmakers, but each instance was grounded in the community from which the data was produced.

As an example of research that braids research and action through scholarly and democratic practice, the Morris Justice Project is useful. The research team held two simultaneous commitments in solidarity with the citywide police reform movement: finding strategies to be in conversation about policing with residents in the neighborhood as well as findings strategies to amplify the experiences and concerns within this one neighborhood throughout the city. This research-action design allowed for the collection and analysis of large amounts of information (data) and then the direct delivery of that information back in a reasonably comprehensive way to those who produced it, through education, local activism, legal support, and relationship-building with local residents and community organizations. At the same time, the design allowed for the collection of information that had relevance beyond the local and the development of genuine social, professional, and political relationships that extended beyond the project. As a result, the Morris Justice Project, through its research, was able to establish strong and reciprocal connections with a host of citywide activities including grassroots activism, legislation, and lawsuits.

Predatory publishers have always existed but, due in part to the growth of online publishing, they are becoming more visible, more aggressive, and more important to understand. Evaluating journal quality is increasingly difficult with many new journals and publishers. Some are predatory, claiming peer review where there is none and being far more interested in profit than the dissemination of high-quality scholarly information. Many others are simply low quality — not predatory but not a desirable publishing venue for most scholars.

Come learn about their spammy, scammy practices, as well as how to distinguish simply less-good publishers from truly predatory ones, why the existence of predatory publishers should not scare us away from open access publishing more generally, and how to respond when others conflate predatory and open access publishing.

Reform Conference 2013: Academic-Activist-Media Partnerships

JustPublics@365 was delighted to co-sponsor a reception for academics who want to influence policy at the International Drug Policy Reform Conference (‘Reform Conference 2013’) in Denver, Colorado. More than seventy-five academics and activists who are, or want to be, working together on the area of drug policy joined our reception on Thursday.

The Reform Conference brings together a wide range of  advocates, academics, and digital media activists from around the globe.  Among those attending the conference were representatives from the Hungarian Civil Liberties Union (HCLU).  They made this short video (3:51) about the conference which was screened at the closing plenary, and conveys some of what it was like to be there and some of the human cost of drug policy:

The Reform Conference addresses drug policy, which is a global issue  that brings together issues of race, criminal justice, public health,civil liberties. And, the Reform Conference is a place where academics, advocates and digital media activists are working for social change around.  The next Reform Conference will be held in 2015.

Interview: Academic-Activist Partnerships for Social Change

Stop-and-frisk as a policing strategy is driven in large measure by marijuana arrests in New York City.  In New York, much of drug policy reform efforts has been around transforming policy around marijuana arrests.

At the moment,  International Drug Policy Reform Conference is coming to a close in Denver, Colorado.  The conference brings together academics and activists working to reform drug policy across the globe.  While at the conference, I had a chance to interview two people who personify academic-activist partnerships around the connection between stop-and-frisk and marijuana arrests.

LevineProfessor Harry Levine (CUNY-Queens and the Graduate Center, Sociology) is the leading expert on the racial disparities in marijuana arrests.  He holds Ph.D. in Sociology from the University of California, Berkeley, and his B.A. from Brandeis University. His work has received seven distinguished scholarship awards for historical and sociological research about addiction, alcohol prohibition and regulation, international drug policy, crack cocaine, the war on drugs, and racial bias in marijuana possession arrests.  In 2013 he was awarded a Senior Scholar Distinguished Achievement Award from the Society for the Study of Social Problems.

gabriel sayegh is State Director, New York, Drug Policy Alliance, which he joined in 2003. sayegh and his team work in New York City and across the state, partnering with sayeghcommunity organizing groups, human service agencies, and researchers to advance drug policies that are guided by science, compassion, health, racial justice and human rights. Recent successes include reform of New York’s draconian Rockefeller Drug Laws and the passage of historic legislation to prevent accidental overdose fatalities.

 

Jessie Daniels: Can you share a little bit about how you two came to be involved in the issue of marijuana arrests and how it is related to “stop-and-frisk” in New York City?

Harry Levine: I’ve been researching and writing about (and against) the drug war since the mid 1980s, always trying to find ways of affecting national debate and news. In 2005 I began researching the huge numbers of marijuana possession arrests and their racial bias in New York City. In 2008 the civil rights attorney Deborah Small and I released a 100 page report through the NYCLU — called “Marijuana Arrest Crusade: Racial Bias and Police Policy in New York City.” It was based on two years of partly-funded research including attending national black police conferences and obtaining marijuana arrest data from New York State and the FBI. That report made a brief splash but no follow up. A year later I received a bit more funding so I could teach part time and work on this project and began my terrific partnership with Loren Siegel, formerly director of public education for the ACLU. Gabriel came to us immediately, encouraged, seduced, and tricked us into writing an “update” about marijuana arrests. Jim Dwyer of the New York Times eventually turned a bit of it into a fabulous column headlined “Whites Smoke Pot, but Blacks Are Arrested.”  And THAT made a splash.  Gabriel then encouraged and seduced Loren and me again and again to dig up more data and write about it, and he created brilliant press releases, wrote articles themselves, and and Tony Newman pitched the pieces to get them in the hands of newspaper reporters, wire service reporters, the NY City Council, members of the NY State Legislature, and even the national press.  I’d known Ethan Nadelmann for 20 years and Tony and Gabriel from when they were puppies, but we never worked together like this before. It was and remains a joy to do so and they’ve accomplished soooo much.

By the way, and as Gabriel is likely to say, the marijuana possession arrests in New York and nationally are a by-product or “fruit” of  police stops and searches (often illegal searches). And the vast majority (77%) of those arrested for marijuana are young people in their teens and twenties.  Although young whites use marijuana  more than young blacks and Latinos, throughout the U.S. blacks and Latinos are arrested at many times the rates of whites because they are stopped and searched much more often than young, whites, especially the many middle-class and wealthier whites.

gabriel sayegh:  The only thing I would add to in Harry’s response is that while my office wrote all our press releases they were based on Tony ’s winning formula. Tony Newman, the Director of Media at DPA, then helps to finalize the headlines and most importantly – he works his magic to pitch the stories.

In the mid 2000’s, a guy named Bruce Johnson at NDRI had published a series of academic papers about the marijuana arrests in New York City. Between that and the FBI data about the arrests in NY, we were generally aware of the problem. But it wasn’t until Harry and Deborah published their major report in 2008 that the scope of the problem became clear – it was, as Harry likes to say, a scandal. At that time, we were still working on reforming the draconian Rockefeller Drug Laws, and we started doing some field preparation for a campaign on the marijuana arrest crusade. It quickly became clear that we simply didn’t have the capacity at that moment to build and launch the type of effort we believed necessary to tackle the issue. After the Rockefeller reforms were passed in 2009, we were able to focus on building a new campaign.

Jessie Daniels: What changes do you foresee with District Court Judge Shira Scheindlin’s recent ruling on this controversial policing practice?

Harry Levine:  I think one of the most important things that Judge Scheindlin has done is to provide language for explaining why the extreme racial disparities in stop and frisks (and by extension the marijuana arrests) are bad — meaning morally, ethically, legally bad, wrong, unconscionable and unconstitutional.  In a piece coming out soon in The Nation magazine I say the following about the racist marijuana arrests throughout  America and quote Judge Scheindlin:

Marijuana possession arrests are skewed by class, race and ethnicity because police departments systematically “go fishing” only in certain neighborhoods and methodically search only some “fish.” The result has been called “racism without racists.” No individual officers need harbor racial animosity for the criminal justice system to produce jails and courts filled with black and brown faces. However, acknowledging this absence of hostile intent does not absolve policy makers and law enforcement officials from responsibility or blame. As federal Judge Shira Scheindlin recently determined in two prominent stop-and-frisk cases, New York City’s top officials “adopted an attitude of willful blindness toward statistical evidence of racial disparities in stops and stop outcome.” Judge Scheindlin found that high-level officials “turn a blind eye” and show “willful disregard” to the discriminatory effects of their policing policies. She cited the legal doctrine of “deliberate indifference” to describe police and city officials who “willfully ignored overwhelming proof that the [stop-and-frisk] policy…is racially discriminatory and therefore violates the United States Constitution.”

gabriel sayegh: A few years ago, there was a lot of confusion in New York City – among the press, among many advocates, and in many communities — about what the law pertaining to stop and frisk practices. We asked Ira Glasser, president of the DPA board and former head of the ACLU, to give our staff a private presentation on the issue. He taught us about the detailed and incredible legal history of stop and frisk and its connection to marijuana arrests in New York City. The presentation was so instructive and illuminating that we asked him to write it up. We published his analysis and distributed it widely, and document helped us and so many others understand exactly how these issues were connected and why the police stop and frisk practices were illegal.

Judge Scheindlin’s  ruling in the Floyd case is huge. If implemented, the oversight and community dialogues required under the ruling could prove transformative. We’re already seeing the number of stops in the city go down, and, along with it, the number of marijuana arrests are also going down.

Jessie Daniels: Some academics might be hesitant to get involved in such a controversial political issue.  What do you say to critics who might question your ‘objectivity’ as a scholar?

Harry Levine: Most university professors and administrators understand that being objective, or factual, or accurate is not at all the same as having no point of view.  And fortunately my colleagues at Queens College and City University of New York strongly support what I’ve done. And lots of academics do advocacy around criminal justice reform and the drug war —  especially in law, medicine, public health, social welfare, criminology, but also sociology, anthropology, history, psychology, economics. even education. And more would like to. One obstacle is that advocacy work requires a different set of skills, knowledge and connections than conventional academic work. And almost no academics have people like Loren, Gabriel and Tony to teach them and work with them. (And perhaps most important, there is no funding to make it happen, but that’s another topic.)  I think that as the movements for marijuana legalization, drug law reform, and police and criminal justice reform grow, that more academics will find ways to contribute. It is already happening in New York City and in many other places. I think of it as the huge task of building the institutions and policies for a post drug war America. 

Jessie Daniels:  It’s fairly unusual for people involved in policy or activism to reach out to academic researchers.  Do you have any advice for people who, like you, are working on a social justice issue and want to connect with researchers and maybe don’t know how to do that?

gabriel sayegh:  Back in the late 90s, I was doing a lot of activism for just and fair international trade policies, especially in those so-called free trade agreements. I learned pretty quickly that generally speaking, the public wasn’t really enthusiastic to hear about the complicated policy nuances of an international trade deal – it can be really boring stuff, inaccessible to regular folks. But those agreements often dramatically impact our economies and can undermine democracies here and abroad, so we had to find effective ways to understand and communicate about them in the public sphere. Activist researchers and academics helped us decipher some of the economic language in these deals at the time, boiling it down to a few main points. And because of their status as Ph.D.s and such, they could help legitimize our positions in the public discourse. If you’re a rag-tag activist as we were then, the press and public generally didn’t  pay attention when we declared that “These kind of trade deals are unfair, unjust.” But when Dr. So and So, who is Professor at some University comes out and says, “This particular thing is unfair,” well, then, it means something different.

I was fortunate to get more serious lessons in working with academics and researchers from two people: Judy Greene and Lorenzo Jones. They showed me how a new report, issued the right way and with the right kind of media plan, can not only earn a lot of press, but also shape the narrative around the issue – sometimes dramatically.  Judy is one of the foremost criminal justice researchers in the country. She started a group called Justice Strategies specifically to deploy action-oriented research – good research —  in campaigns to change policy and practices in criminal justice and drug policy. Lorenzo is a longtime organizer, advocate and strategist – and a mentor to many folks in the drug policy and criminal justice fields. He’s also one of the most successful policy reformers in any field anywhere in the country – he now directs a group called A Better Way Foundation, based in Connecticut. Lorenzo and his team would take reports issued Judy or academics at one of the local universities and then build an intervention and campaign plan around that report. When I first started working with him, back in 2004, he was engaged in a major campaign to reform Connecticut’s sentencing disparities for crack and powder cocaine. They won that campaign – the first to do so anywhere in the country. They used reports and research to reinforce and strengthen their organizing work and utterly  transformed the dialogue and politics around the issue. They deployed academics as experts, creating public contradictions between the experts and the idiotic nonsense of some opponents. The academics and researchers understood their positions in the university or their degrees conferred them a particular kind of social capital, and they were playing a role – as themselves, as academics, as experts operating as part of a broader campaign.  Judy and Lorenzo showed me what could be done with a partnership between researchers and advocates.

I’ve learned that many academics want their research and intellectual work used beyond the academy. I don’t know if there’s a special trick for organizers to connect with these researchers, but they’re not that hard to find if you look for them. Many of these folks go to advocacy conferences or write articles for the general public. The one suggestion I offer is this:  remember that little things can have a big impact. You don’t need a 100 page report to get press. You just need a few pages on a topic, cut in a new way, so reporters can write about it. Literally, a few pages authored by an academic can be called a report and you can build a whole release plan around it. Academics often fret about this, maybe because they don’t work in a world where a two or four-page document is sufficient. But if you can get them to do it, you can leverage their position as an expert to advance your cause. I admit it’s not always easy working with academics – Harry and I have gotten into our fair share of arguments – but it’s certainly worth it.  We’ve done this over and over again in New York with Harry and Loren’s research. Our campaign has transformed the overall narrative about marijuana arrests in New York– those research, deployed effectively, actually shapes how people perceive and think about the issue.  That’s huge.

Jessie Daniels: Another focus for us at JustPublics@365 is re-thinking how we measure ‘scholarly impact,’ and in the digital era there’s talk of ‘altmetrics’ or alternative metrics. That just means counting things like downloads instead of, or alongside of, the traditional measures of citations in peer-reviewed journals.  How do you measure success when you’re working to change drug policy?

Harry Levine: When I first got involved in doing this public advocacy work I was told that the gold standard of impact was getting cited in an editorial in the New York Times.  In 2008 we got cited in a Times editorial and in lots of news coverage — but we could not get even a little funding which is a much bigger problem than any problems within academia.

“Metrics” might matter if foundations were funding this kind of work. But they’re not. Academics have full time jobs, like plumbers and cardiologists.  This kind of advocacy (which is not academic work) takes time away from teaching and academic projects; and it takes money to pay for research help, data analysis, and for writing, formatting and editing public reports (which are not the same at all as academic publications). Foundations like Ford are willing to fund, say, re-entry from prison programs. But almost no large foundations offer support for work like we’ve done — collecting data to expose routine police, prosecutor and court practices and then writing public reports publicizing what we’ve found. And the bit of available subsistence funding is targeted at service and community-based groups and not academics.

Until recently many liberals (including at foundations) have been allergic to research and advocacy that confronts the moral, economic and social catastrophe called “The War on Drugs.” This is, after all, a huge government program strongly supported by enormous organizations of police, prosecutors, and many elected officials. We reformers will succeed, but It will take a lot to bring the drug war down. The lack of funding for basic expenses in doing this work (research, travel, data analysis, time) is probably a bigger obstacle than anything; I think the leadership of all criminal justice and drug policy reform groups would say that.

gabriel sayegh: There’s a group out of USC – USC Program for Environmental and Regional Equity (PERE) —  that issued a report a few years ago about metrics. They separated transactional metrics – like getting your bill passed – from transformational metrics, such as deepening the understanding of an issue among your members. We’ve gotten literally hundreds of media hits on the marijuana arrest campaign – that’s a transactional metric, we can count those media hits. But we’ve also changed the way this issue is reported on in the media – when we first started the campaign, the media, if we got any, would be dismissive: “Oh, the hippies don’t want to get arrested any more for weed.” But now, the issue is taken very seriously overall, by the NY Times, by the state legislature, by the Governor – they all acknowledge that this is a problem of racial bias, police lawlessness, fiscal waste.  That’s a transformational change. The PERE report is among my favorite tools for movements to think about metrics because it’s fairly accessible and applicable to social change work. We use PERE’s metrics outline to inform our objectives and to evaluate our progress and determine success in the marijuana arrest campaign and our other campaigns. It’s a work in progress – we’re always learning how to do it better – and I’ve found it enormously valuable.  I was recently talking with a foundation director who said she liked the PERE framework of transactional and transformational metrics, but many of her staff thought the transactional metric were too, I don’t remember exactly how she said it, something like wishy washy. But if we only pursued transactional metrics, we may end up just changing a policy —  a transactional change –  without developing an understanding of the systemic problems that often give rise to bad policies  —  a transformational change. I think both are essential, together.

There’s a dynamic relationship between them, and if we only pursue either transactional or transformational goals, then we’re probably not going to be all that effective overall, since the big-picture objective, at least for us, is social change.

The goal of JustPublics@365 is to connect the work done in the academy to publics beyond the walls of the ivory tower.   Sharing scholarly communication with a broad audience relies on models of publishing that are “open,” that is, that make scholarly literature available to anyone, not just those with an institutional affiliation and access to a research library.  Discussions about issues related to how widely available scholarly literature should be are often referred to under the umbrella term “open access,” or (OA).

As it happens, today marks the beginning of International Open Access Week.  In conjunction with this,  C120x240UNY librarians are launching an Information Interventions @ CUNY series and you’re invited to attend the first event in the series.

Open access (OA) to scholarly literature recently hit a major milestone: Half of all research articles published become open access, either immediately or after an embargo period. Are the articles you read among them? What about the articles you write? Are the journals to which you submit open-access friendly? What about the journals for which you peer review? Are there any reasons why the public should not have access to the results of taxpayer-funded research?

Jill Cirasella (Associate Librarian for Public Services and Scholarly Communication, Graduate Center) will explain the motivation for OA, describe the details of OA, and differentiate between publishing in open access journals (“gold” OA) and self-archiving works in OA repositories (“green” OA). She will also dispel persistent myths about OA and examine some of the challenges to OA.

Our Stop-and-Frisk Series: A Case Study for Reimagining Scholarly Communication

As we begin our second week of topic series on stop-and-frisk, I wanted to say a little something more about why we decided to do the series, and how it relates to the overall goal of JustPublics@365, which is to reimagine scholarly communication in the digital era for the public good.

We’re living at a moment in higher education in faculty are increasingly using social media for their personal lives, as well as their work as professional and in the classroom.  A new study just released from the Babson Survey Research Group and Pearson finds that 40 percent of faculty members used social media as a teaching tool in 2013.

Faculty members’ use of social media has been steadily increasing since the survey was first conducted in 2010, said Jeff Seaman, co-director of the Babson Survey Research Group, in an interview with Inside Higher Ed.

Simultaneously, and for a variety of different reasons, a growing number of faculty want to do interdisciplinary work and they want their work to have a broader impact than simply contributing to the scholarly literature in their sub-field of specialization.  However, the reward structure in academia is set against both these possibilities.  Zachary Ernst (Associate Professor of Philosophy at the University of Missouri-Columbia), in an eloquent post,  “Why I Jumped Off the Ivory Tower,”  describes academia as containing “a perverse incentive structure that maintains the status quo, rewards mediocrity, and discourages potentially high-impact, interdisciplinary work.”  After detailing an interdisciplinary grant proposal gone horribly awry at his institution, Ernst assesses the situation thusly:

In such an environment, our efforts are channeled into narrow sub-specialties, and we consign our work to a tiny audience. Despite the common talk about the importance of “disruptive research” in the university, there’s no real understanding of what makes something “disruptive”. To disrupt anything requires going outside the normal methods for one’s work, redefining what’s important or interesting, and usually drawing on a wide range of data and methodologies. It almost always requires collaboration, and almost always requires going outside one’s own comfort zone. But in an environment where the senior faculty and administrators have been rewarded throughout their careers for toeing their disciplinary lines, there’s a lot of resistance to change. Some of that resistance is due to outright hostility, but most of it is just the result of a lack of experience and imagination.

While Ernst took a clear eyed view of the limitations of academia and chose to “jump off” the Ivory Tower, we prefer to reimagine it.

The aim of JustPublics@365 is to foster just the kind of “disruptive” work that can foster connections between academics, activists and journalists who are working to address some of the pressing social problems of our time.  From where we sit in the heart of New York City, stop-and-frisk is at the top of the list of pressing social problems because of the deleterious effects it has on the democratic life of the city.  Stop-and-frisk has also been an issue around which academics, activists and journalists have worked together, across traditional silos and enabled by digital media, in order to end this practice.

So, we offer this series on stop-and-frisk as a kind of case study of how we might reimagine scholarly communication for the public good.

 

 

Connecting Scholarship and Activism

Scholarship that’s intended for a small audience of other specialists within the academy and with no connection to the larger social world may continue to have a place, but there are indications that the ivory-tower-only-scholarship no longer holds as much appeal.

Part of that change has to do with digital technologies.

The ‘architecture of participation’ in the digital era has opened up the possibility of being a public intellectual to a much wider range of both traditional academics and non-academics alike.   Being a public intellectual today relies in a fundamental way on the idea of open knowledge production, an idea that encompasses open software, open access journals,  and open data.

While the “public intellectual” is sometimes thought of as simply a provocateur or dismissed as celebrities gifted at self-promotion, the reality is that when there are pressing social issues it becomes necessary for scholars to connect their work to activism that is trying to address those issues.  Being a scholar-activist doesn’t mean eschewing academic rigor, but rather using academic tools in the service of the public good.

A couple of stories of scholar-activists may help illustrate this point.

One of my first assignments as a graduate student Teaching Assistant (TA) at the University of Texas-Austin in the late 1980s, was to work with Les Kurtz on what was colloquially known as “The Nukes Class,” about the sociology of the nuclear arms race.  Les is world renowned scholar of sociological theory, religion and non-violence.  I learned a lot from him about what it means to be a scholar-activist. Les’ class lectures featured sharp sociological analysis on the dangerous build up of nuclear arms and how the rhetoric about an “arms race” contributed that danger.  In an especially entertaining turn, Les invited two representatives from FEMA to offer their by-the-book instructions for what to do in the event of a nuclear bomb attack (note: bring your credit cards, as cash may no longer be accepted after a nuclear holocaust). His book,  The Nuclear Cage: A Sociology of the Arms Race,  offers a reasoned, scholarly analysis of the issue that is also a devastating critique of this particular form of collective madness.

A more recent example involves the scholar-activism happening around the current crisis in Detroit.

The Antipode Foundation, a community of radical geographers, recently awarded a Scholar-Activist Project Award to  Uniting Detroiters: Coming Together from the Ground Up.  The awards are intended to support collaborations between academics, non-academics and activists in ways that promote the public good.

The Uniting Detroiters  project has brought residents, activists, and scholars together to examine critical problems facing Detroit and develop tools for collective analysis, reflection, and co-research. Over the past year, they have:

  • Filmed 41 interviews, and created a storyboard for a 73 minute “Uniting Detroiters” documentary, to be used as a tool for local community organizations;
  • Collected 21 submissions and 16 oral histories for a “People’s Atlas of Detroit,” which will use counter-mapping, and principals of radical cartography alongside oral histories, hand drawn maps, and photography to highlight the spatial visions of social justice by residents who have not been included on ongoing debates over Detroits’ future; and,
  • Held three workshops on themes of counter-cartography and land justice that were attended by approximately 150 Detroit residents and activists.

Efforts such as Uniting Detroiters  that brings together scholars and activists can be part of work that brings about real change that improves the lives of all people, including those who are often excluded from decision-making in society.

Over the next month here our topic series will explores the pressing social issue of stop-and-frisk, we’ll look at ways that scholar-activist partnerships are making a difference.

From Tweet to Blog post to Peer-Reviewed Article: How to be a Scholar Now

Digital media is changing how I do my work as a scholar.  How I work today bares little resemblance to the way I was trained as a scholar, but has everything to do with being fluid with both scholarship and digital technologies.  To illustrate what I mean by this, I describe the process behind a recent article of mine that started with a Tweet at an academic conference, then became a blog post, then a series of blog posts, and was eventually an article in a peer-reviewed journal.

My article, Race and racism in Internet Studies: A review and critique (New Media & Society 15 (5): 695-719), was just published in the August, special issue of New Media & Society on The Rise of Internet Studies, edited by Charles Ess and William Dutton.  The germ of an idea for the paper began at the American Sociology Association Annual Meeting in 2010.  I attended sessions about online discourse and, given my interest in racism in online discourse, I kept expecting some one to bring up this issue.

NoSoMuch_Aug2013 I was disappointed by the lack of attention to racism, or race more generally, in the sessions I attended, and Tweeted that observation, using the hashtag of the conference (#asa2010).  When I consulted the program for the conference I was truly perplexed to find that the only session on race and digital media was the one I’d help organize.  In a lot of ways, a Tweet is just a “soundbite” in 140-characters of text.  And, as the astrophysicist Neil deGrasse Tyson suggests, there’s nothing wrong with a soundbite, especially if you want to reach a wider audience than just other specialists in your field.

That one Tweet – and the lack of scholarship it spoke to – got me thinking about the kinds of sessions I would like to see at the ASA and the sorts of things I thought sociologists should be studying in this area, so I wrote a blog post about it, “Race, Racism & the Internet: 10 Things Sociologists Should be Studying.”  As I usually do now, I shared that blog post via Twitter.

I got many responses from people who shared their work, and the work of their students, friends and colleagues, with me in the form of comments to the blog or @replies on Twitter. The suggestions for further citations came from people I know almost exclusively through our interactions via the blog or Twitter. That feedback from geographically-remote, institutionally-varied yet digitally-close colleagues got me thinking about expanding that single blog post into a series of posts.  I wanted to review the wide-range of interdisciplinary work happening in what Ess and Dutton call “Internet studies.”   Why bother with this, one might reasonably ask?

Central to this new workflow of scholarship is the blog, Racism Review (RR), which I started in 2007 with Joe Feagin, a past president of the ASA, with the goal of creating an online resource for reliable, scholarly information for journalists, students and members of the general public who are seeking solid evidence-based research and analysis of “race” and racism.  The blog has very much become part of “how to be a scholar” in the current, digital moment.  I use it to post first drafts of ideas, to keep up-to-date on the research literature, and since I firmly believe that writing is thinking, I often use it to work out just what I think about something.  The blog has also become a way to support other scholars both in their research and in teaching.  A number of academics have told us that they use the blog in teaching; one, Kimberley Ducey (Asst. Prof., University of Winnipeg) uses RR blog posts in an instructor’s manual for a traditional intro sociology textbook as lecture suggestions, in-class activities, and essays/assignments.  Through the many guest bloggers we host, I learn about other people’s scholarly work that I might not otherwise know about.  And, the blog has become a mentoring platform, where early career scholars often get started with blogging and then go on to create their own.  The blog is also content-hungry, so I’m always thinking about scholarship that might make an interesting blog post.  So, back to the series of posts.

From late February to early March, 2011, I did a series of blog posts that expanded on the initial “10 Things,” post from August, 2010.  Those posts were all about the current scholarship on race, racism and the Internet with each one focusing on a different sub-field in sociology, including: 1) Internet infrastructure and labor force issues; 2) digital divides and mobile technology; 3) racist social movement groups; 4) social networking sites; 5) dating; 6) housing; and 7) the comments sections of news and sports sites.  This last area, racism in comments sections, prompted a research collaboration with one of the presenters from that 2010 ASA session I organized. The paper from that project eventually appeared in the journal Media, Culture & Society.

At about the same, there was a fortuitous Call for Papers for the Ess & Dutton special issue on Internet studies at 15 years into the field.  So I combined all of the blog posts into one paper, and thought more about what my critique of the field as a whole might be.  For that critique, I ended up revisiting some of Stuart Hall’s earlier writing about the “spectacle” of race in media scholarship and incorporated that with elements of Joe Feagin and Sean Elias’ critique of “racial formation” as a weak theoretical frame for Internet studies.  The paper went into an extended peer review process, I revised it once, and it finally appeared (online ahead of print) in December 2012, and in print in August, 2013.

Except for the very end of this process – submitting the paper to the journal for peer-review – none of this way of working bares the least bit of resemblance to how I was trained to be a scholar.  My primary job as an academic is to create new knowledge, traditionally measured by the number of articles and books I produce. Traditional graduate school training has taught us to think of a “pipeline” of notes, posters, conference papers, journal submissions (and/or, book proposals), revisions, resubmissions and finally, print publication. For me, how to be a scholar now is completely different than when I went to graduate school because of the way that digital media infuses pretty much every step.

This process I’ve described here – from Tweet at an academic conference, to a blog post, to a series of blog posts to a paper that became an article – is just one of many possible iterations of how to be a scholar now using digital media.  Other permutations of how to be a scholar now might include live Tweeting an article you’re reading. Sometimes, when I get pre-set “alerts” in my email about newly published scholarship I’m interested in, I will share a title and a link via Twitter. If, upon reading further, I find the piece especially perspicacious, I may share select sentences via Twitter. If it happens that there’s a current event in the news that the article can help illuminate, then I’ll draft a blog post that incorporates it.

My experience with the germ of an idea shared as a Tweet at an academic conference that became a blog post, then a series of blog posts, and (eventually) a peer-reviewed is just one example of what it means to be a scholar now is changing.  From where I sit, being a scholar now involves creating knowledge in ways that are more open, more fluid, and more easily read by wider audiences.

I really think that you should blog. That whatever is getting in your way, you should shove it aside and just write something.

But let’s be honest, my advice is insufficient. As my last couple of posts went up I could just picture some of you saying, “well sure, it’s easy for you, you draw cartoons.”

The Questions

I asked two questions, other than the slightly leading nature of the questions (woops, I’ll do better next time), I provided no direction on response length or style, so the responses varied greatly.

2. What piece of advice would you give (or have already given) to an evaluator or researcher interested in starting a blog?

Getting an idea that I think is worth writing about is challenging for sure – but I think the bigger issue is believing in the idea enough to actually put it out on the web. Biggest blogging challenge: Keeping up with all of the information from other bloggers in the field while finding time to create your own contributions. I find that it can be easy to get so involved in following other conversations that you forget to add your own two cents! So you may feel as though you are actively participating in blogging and other e-communities while your own blog sits in silence (yes, I need to update my blog!)

Create a regular schedule for blogging and stick to it. This is something that I really need to work on, but I think it’s important to set a realistic writing goal for your blog (number of posts per week, month, etc.) and then reserve a specific day/time per week/month where you commit to writing on a regular basis. This will ensure that you take the time to gather your thoughts and put them out into the blogosphere.

Also it’s useful to have handy a notepad (tdigital or Post-it!) to jot down inspiration/ideas when they hit. Especially useful to write down ideas as you’re sifting through other blog posts, tweets, reports, websites, e-learning, etc. This allows you to constantly use available information to inform your own writing (reading with a purpose that is actually connected to your blog!)

My biggest challenge is content. I have lots of ideas that spring to mind, but my challenges lie in:

a.) having enough “meat” to go along with an initial idea to flesh it out and write something I think will be relevant, interesting, helpful or useful to someone, and

b.) having the confidence to put it out there – I hold back sometimes thinking about the fact that lots of people are blogging about similar ideas (after all, the “hot topics” are of interest to lots of us), and wondering if I have enough of an original spin on something to create a viable post.

I would give someone the same advice I received (from someone you know VERY well!) [ed. note: she’s talking about me :) ]

a.) Just do it! You have virtually nothing to lose. I overcame the concerns about “what if I won’t have enough time or enough content, or enough visitors,” etc. by coming to terms with the fact that if I write something, there it is and it’s fine.

If I don’t have time or content, I simply don’t post. If the blog goes by the wayside and I decide to move on to other projects, I’m OK with that. Holding myself to a weekly schedule didn’t work for me for very long after all, and I’m OK with that. It may very well work for others, so I would advise them to try a schedule and see how it goes.

Blogging is somewhat like dieting – you may have to try different strategies; some may work for a short time, or a long time, or not at all, and you have to be willing to change your strategies based on your results. And your expected results are unique to you. Some people diet to lost weight, some to alleviate a health problem, some to feel better. Some people blog for fun and because they enjoy writing; others do it to build a reputation or clientele, or to sell their products.

b.) Some posts will be more interesting and receive more traffic than others, and so be it. Whether you’re Seth Godin, or Sheila Robinson, traffic will ebb and flow and I’ve learned that that is not what it’s all about for me.

Sure, it’s fun to watch the numbers and I get excited when I get more traffic and people are paying attention to my work. Who wouldn’t? But neither am I crushed when a post fails to generate much interest. It’s all fun for me, and the evaluator in me finds it interesting to look at my data and think about what people like and want to read. But I have nothing to sell right now, so my goals may be different from some others.

Include an image with every post. Images make your content more share-able (aka a mini version of your image will show up when you and others link to your post on LinkedIn, Facebook, Google+, Pinterest, etc.)… which means more views and more appealing, interesting posts.

Get creative. Avoid those generic stock images. Go for screenshots, photos you took yourself, videos, sketches, and cartoons.

My biggest blogging challenge… probably has to do with finding the time. It takes a real commitment to sit down and produce something of a ‘blah’ quality, let alone something of a ‘wow’ quality. 1) I kept a blog for more than a year before gaining any traction. The turning point for me was when I started the 5×52 project. I let go of the idea that I had to write full-length scholarly ‘high-quality’ posts.

I realized that the blog could be a space for my thinking. Instead of insisting on writing for an audience, I wrote for myself. I guess what this boils down to is this: Blogging is simply a platform. There are many successful models of blogging. The important thing is to make blogging goals consistent with one’s goals. Don’t Emulate. Create.

2). I really buy into the whole concept of digitals scholarship. It starts with the belief that no research is good unless communicated. Building on that, I believe that all academics/researchers should engage in knowledge dissemination. For a practical field like ours, it makes sense to engage in digital scholarship — blogging, tweeting, etc…

Being regular and constant has been my biggest blogging challenge. Some (good) months I can write two or three times what I write in others (bad months). I have also tried to have at least a “light post” each week (smartly call “Viernes Light”), but the issue of regularity has also been present there.

Writing a post is usually lot of work, but don´t forget to let the world know about it! You should become a good friend of Facebook, Twitter and LinkedIn, and find the smartest way to post in each of them.

For instance, in LinkedIn you should carefully select the groups more appropriate for your topics, and be careful to not spam every group with your messages (you will receive some warnings before being expelled for not following the etiquette).

I think it is probably two things:

1) Finding a concentrated amount of time (at 2 to 3 hours) to focus in on a topic and then move in to writing a strong enough drive that requires no more than 30 minutes to refine, and

2) Creating a range of voices that speak to our approach, our experiences and reflections that resonate with a variety of audiences and which compel others to take risks, have confidence in their inherent knowing and to strengthen their intentionality.

Spend some time looking at other people’s blogs and the blogs they read. Find ones that speak to you in terms of perspective and tone.

Ask yourself a few questions (I have a couple worksheets) such as:
a) why do I want to write,
b) what do I want to write about,
c) who is my audience and what interests them,
d) what is my perspective/voice (expert, trainer, synthesizer….) ..etc.

And now, just write. Make yourself a schedule and commit. It doesn’t get any easier unless you practice. Oh, and part of the value I find in blogging is disciplined reflection on my own practice.

I like to think about blogs as light version of a research report or paper. In this framing, blog posts are not totally absolved of the constraints of substantiating arguments and citing sources. The best bloggers are those who I learn from. To that end, I’d advise new bloggers to think about blogging as (at least in part) a teaching platform.

For me it is still getting over publishing and putting myself out there. Even when I am doing more of a reported story than a blog/opinion I feel a sort of resistance to publishing and the vulnerability that comes with it once it is out there. The other stuff is relatively easy for me at this point, but there is that fear of rejection or failure that immediately follows hitting the publish button.

Think of it as an extension of what you are already doing. You are reading and pulling together a lot of information and resources about what you know best. Blogging is a public way to gather that information, make a few notes and share with others.

The benefits are that people will interact with you. It can foster connections and potential suggestions/opportunities that may not have existed prior. Also, there is the fact that there is evidence showing how blogging about research can lead to more citations and reads of published works. As long as the person does not say anything improper, blogging is a great support for a researcher’s work.

Originally it was the discipline to get at blogging and to carve out time for it. It took me 2 years to become a regular blogger but at some point it clicked and became a bit of an addiction – of the nice type though!

No, more recently I find that the challenge has been to precisely reverse the engine and to perhaps blog a bit less but really aim at good quality posts – the wow posts you mentioned. I sometimes post a piece that I know I’m not too happy with – but it’s sometimes difficult to resist the instant gratification of getting a post out there and seeing the reactions.

First off, to find out that they are not alone in this and to look at other testimonials and experiences from other researcher/evaluator bloggers (it’s likely to be much more convincing coming from their peers than from any other source), then to think carefully about the focus of their blog and its relation with their organisation/clients etc. This can become a thorny issue so it deserves a bit of thinking.

The rest is just fly and fly higher, trial and error, reflection all along the way, engagement… and fun! My personal motto if ‘fun, focus and feedback’ and I think it suits blogging pretty well :)

Thinking big picture, one of the biggest and most exciting challenges is change. Adapting to unexpected change started right away.

When we started blogging six years ago, the idea was that it would be a place for my sociology instructor friends to swap images we were using in teaching. As more and more people started reading who weren’t sociologists, we had the opportunity to adapt the site, making it a place for anyone interested in sociological commentary. The result was a lot more work and responsibility, but the reward was proportionally exciting.

Technological change has also offered both opportunities and new demands. When we started, blogs were just blogs. As the years have gone by, the importance of being on Facebook (especially) and Twitter (secondarily so) and the fun possibilities of things like Pinterest have emerged. Now it isn’t just Sociological Images, it’s Sociological Images and its auxiliary sites. These are now all part of the day-to-day work and reward of the site.

Finally, my own career has changed in ways that I never anticipated. The blog has made me more visible as a social commentator and I’ve had wonderful opportunities to speak to journalists, write for well-known outlets, and travel for public speaking.

Together, the rising readership, expanding reach of the site, and the new dimension to my career has required me to adapt many times over. It’s been a fun, but wild ride.

Academic blogging is, I believe, win-win. As a community, the more we share each others material and try to draw attention to each other, the more social science will become a go-to way of thinking about social problems.

So, if you’re interested in starting a site, think about all other sites as your friend. Borrow their content, let them borrow yours. Talk them up and refer people there. Link and link again.

When we all do our best to draw attention to social science as a lens, more and more people will visit all of our sites. When they do that, the policy makers, voters, and Thanksgiving table debaters all become better able to understand our world and help others understand too. And that’s a wonderful thing.

I would say that the biggest challenge with blogging has to do with time. And, by this, I don’t mean “finding the time” to blog, but more to do with pacing.

I’ve been blogging at Racism Review since 2007, along with Joe Feagin, the blog’s co-founder (and, long ago, my dissertation chair). Ours is a scholarly blog, so we’re always trying to take some current event or news item and reflect it through the research literature to add a new dimension. The pace of how quickly things happen online and the pace of how slowly scholarly research happens are really at odds with each other. I often find that by the time I’ve really thought deeply about some item rippling through Internet, the moment of when that is ‘new’ has long since passed.

The other challenge that has to do with pacing is thinking about the long haul. We’ve been blogging since April, 2007 which, according to my math, is a little over six years. When we first started it, we tried to blog every day. Posting every single day is a pretty daunting pace to keep up with over a long period of time. To help ease that burden, we’ve tried to enlist as many ‘guest bloggers’ and additional contributors as possible, but sometimes cajoling other academics into blogging presents its own set of challenges. In general, I think we’ve done pretty well keeping it up given that Joe and I have very busy academic lives beyond the blog.

I get asked for advice about blogging fairly often and my biggest advice is to figure out what your particular niche or formula is. As I mentioned, at Racism Review, we try to connect current events having to do with race or racism to solid academic research. Having a really very clear, specific idea at the outset about what your contribution will be makes it much easier to get started and to maintain it over time.

There is an obvious answer here and there is a somewhat deeper one. Of course it’s a challenge to find the time. I could do other things. I could read. I could sleep. I could go for a run.

I think the biggest challenge has been to find the right direction for this blog. After almost six years, I’m still not sure where this thing is going. I keep changing direction. Sometimes, somebody tells me they do or don’t like something. But I don’t have a clearly defined audience like a fashion blog or a technology blog or similar.

It’s not that there aren’t enough good topics, there are more than I could ever write about. Rather, the question is what do I think I can contribute to? I don’t care about just posting links to interesting stuff, others do that already and I can’t bring myself to just summarize what somebody else has done for a link posting.

The challenge is to not let that paralyze you. I keep a list of topics in my todo program, in a folder. When I don’t know what to write, I look through those and pick one. You need to keep writing, and you need to try things to see if they work. A simple posting today, a little visualization project next week, then a book review, etc.

To summarize it in a word, perhaps the biggest challenge is consistency. Consistency in topics, style, and frequency.

Which way to go

I have three pieces of advice.

1) Don’t worry about the technology. Don’t tinker. Just write.

2) Pick an audience to write for, but don’t get too focused on that. Your audience might change. People you wouldn’t have expected to read your blog will read it. Be prepared to go outside the box and change direction accordingly. But to write reasonably well, you need to have an idea of who you’re writing for.

3) Hang in there. Nobody will read your blog at first. Nobody. After a year, you might have a few readers. Don’t give up. A blog doesn’t just explode onto the Internet (unless you’re incredibly lucky). It’s going to take time. If you give up after a few months with just a few readers, you will never get more.

For me, a key is integrating the blog into the broader range of activities I am doing, so I am always looking for ways to use the blog in my teaching, my research, my recreation life, my friendships. You need to decide going in how often you are going to blog and stick to it like you would do any other deadline.

On any given day, there is always going to be something more pressing than blogging, so if you do not think of it as a responsibility to yourself and your readers, you will slow down and eventually stop. I think of it as like a journalist putting out a daily edition, i.e. it’s a deadline that must be met.

I put it out at a consistent time on a consistent day and I can count on my fingers the number of times I have missed a deadline since I started my blog in 2006. When I need to take a break, I announce that I am doing so and give myself permission for downtime, but I do not miss a deadline arbitrarily on a day in, day out basis.

Given the complexities of my life, this means I am planning further and further ahead, so I have a fall back if a piece of content fails to materialize. For this to work, I end up balancing between topical issues and ever-green content that I hold in reserve in case I am facing a hole on any given day that needs to be filled.

I’ve been blogging for ten years now. I love it. I look at it my personal learning time and I try carve out a half hour or hour every day to write about something. This reflection time is so important. But, with that said, what’s hard is to keep up the discipline so I make the time to reflect and write every day. Sometimes with a busy speaking schedule and client work, it is hard to do.

My biggest challenge is when I get bored … when my muse goes into hiding. Sometimes, I’m so excited new developments or new angles on topics that I’ve been writing about – but there are some times that ennui creeps in. What I do is allow myself to write about a slightly different or adjacent topic or recruit guest bloggers and take a break.

Look at your blogging time as a form of professional development and a commitment to write something regularly. Don’t get caught up with making it perfect either …. a blog is different from writing a research article.
